Try seeing this from my perspective. A presenter on FOX News, regarded by some colleagues as a drunk, who associated himself with extremism, with a mission to re-invigorate the Crusades of the 1200s, but this time not only against Muslims, but against anti-Zionists, and China. For China, his mission was subjugation by regime change.
Because Donald Trump was an avid FOX viewer, he fell under the sway of this fellow, Pete Hegseth, with a thought that were he ever to take back the White House for a 2nd term, Pete (as Don refers to him), would be a good fit for Secretary/Defense (War).
Once installed as Sec/War, what does this neophyte do, he orders all Admirals, Generals, and ranking enlisted, from across the globe to gather together for a mass meeting. At the meeting, these career officers get the Pompeo message: to gain your ends, use any tactic possible, lie/deceive, so as to inflict brutal defeat on the enemy.
